An independent quasi-judicial federal agency in the US has ruled against imposing any anti-dumping duties on certain types of steel threaded rod from India.
The US International Trade Commission's (USITC) ruling comes a month after the US Department of Commerce determined that Indian steel wire rod was being dumped into the country and requested that anti-dumping duties be imposed on it.
"The USITC determined today that the U.S. industry was neither materially injured nor threatened with material injury because the U.S. Department of Commerce has determined that certain steel wire rods were subsidised and sold in the U.S. at prices below fair value. ," a media statement said.
USITC Chairman Meredith M Broadbent, Vice-Chairman Dean A Pinkert and Commissioners Owen Williamson, David Johanson and F Scott Kieff voted to reject it.
Commissioner Rhonda K Schmidtlein did not participate in these investigations.
The statement said, "As a result of the USITC's negative decision, no antidumping or countervailing orders will be issued."
In 2013, the value of steel threaded rod imports from India was estimated at $19 million.
In July, the Commerce Department determined that imports of steel threaded rod from India were sold in the United States at margins ranging from 16.74 per cent to 119.77 per cent.
It also determined that imports of steel threaded rod from India received countervailable subsidies ranging from 8.61 per cent to 39.46 per cent.
The final dumping margins of the mandatory respondents in the anti-dumping investigation, Mangal Steel Enterprises Limited and Babu Exports, were 16.74 per cent and 119.87, respectively.
